三 | 三是优化县域商品和服务供给，扩大优质优价商品供应，加快完善“一老一小”等服务业态，促进商农文旅体融合发展。

四 | 四是进一步提升县域流通现代化水平，提高城乡流通网络效能，引导线上线下协同发展。五是增强消费保障能力，推动稳岗就业拓展增收途径，强化创业安居释放消费潜力。  意见强化要素集成和营商环境建设。从财政资金、金融服务、用地支持等方面，强化政策保障，通过完善消费纠纷处理机制等措施，营造良好消费环境，推动资源要素、政策措施在下沉市场集聚，进一步活跃县域消费。

五 |   据了解，下一步，商务部将会同有关部门加强统筹协调，细化落实举措，推动各项政策落地见效，为激发下沉市场活力提供良好发展环境，助力建设强大国内市场。
