五 |                    都市圈规划牵一发而动全身,京沪两大超级城市更是如此。                   哪些地区该纳入,区域之间如何协同,要经过漫长的博弈。                   更何况,北京都市圈,涉及“都”与“城”、“城”与“圈”的多重关系。                   上海大都市圈,究竟是“1+8”还是“1+13”一直悬而未决。                   此前,长三角出台6大都市圈协同发展行动方案,将苏锡常、宁波都市圈与上海大都市圈并列。                   事实上,苏锡常、宁波从属于上海大都市圈,“圈中有圈”如何协调,也是新的课题。                   另一类是腰部省会,包括哈尔滨、昆明、南昌、南宁、贵阳、太原等等。
